OBJECTIVE 1. DEFINE AND MONITOR THE ENVIRONMENTALLY SUSTAINABLE ECONOMY

The first objective is to define clearly and benchmark the blue economy approach in the Mediterranean context. 


 

Result 1.1:  Creation and dynamization of the “strategic” advisory board and institutional partnerships. 

The multi-stakeholders and international expert group will supervise the quality of the project outcomes. The Advisory Board should include some MCSD members (3 maximum).

Activity 1.1.1 Stakeholders mapping

​This mapping will identify the main organizations and experts relevant for the project in the region: NGOs, research centers, IGOs, CSOs, public institutions. A maximum of ten persons will be selected and invited to be active members of the advisory board. Relevant parallel processes should be invited to participate to the advisory board in other to identify synergies between sustainable development processes in the Mediterranean (MSSD, Mediterranean SCP Action Plan, EcAp, ICZM…). 
 
​Activity 1.1.2 Meetings of advisory board and institutional partners

The advisory board will meet once the first year, and twice the second year to validate the intermediary outcomes of the project. The first meeting of the advisory board will specially work on a definition of Blue Economy for the Mediterranean region.
 

Result 1.2:  Study on the development of an environmentally sustainable economy in the Mediterranean

This study will define on one hand the concept of Blue economy applied to the Mediterranean region and review on the other hand existing indicators/tools/policies/processes that can support/achieve the Blue Economy vision in the region.

 

Activity 1.2.1 Scoping study

This preliminary study will define the scope, rationales, and expected outcomes of the full study. It will be discussed and approved by the advisory board. A first definition of the Blue economy concept for the Mediterranean will be proposed to be examined by the first meeting of the advisory board.
 

Activity 1.2.2 Full study

This comprehensive study will undertake:
  • A concrete definition of the "Blue Economy" in the Mediterranean with the support of an international multi-stakeholders advisory board;
  • A critical review of the existing indicators and tools utilised in the "Blue Economy" policies and strategies aiming to propose a core set of the more relevant indicators for the support of a "Blue Economy" strategy for the Mediterranean region;
  • An analysis of the trends of this core set of "blue economy" indicators aiming to provide a global picture of the “Blue economy” in the Mediterranean region.
As a conclusion of the study, a set of national and regional policies will be recommended to promote a sustainable "Blue Economy" strategy in the Mediterranean. Specific attention will be given to the research of synergies with other relevant development, cooperation, research processes in the region, and how the Blue Economy concept can be taken into account in them. This study will be undertaken by qualified experts to be chosen by the project steering committee.
 

Activity 1.2.3 Modelization of a Mediterranean sustainability dashboard

The core set of indicators will be simplified and modelized to allow a dashboard visualization of the environmental, social and economic trends regarding the “Blue Economy”.  The Dashboard will be further developed as web based interactive simulation tool and available on-line.
